The franchisee had signed a development agreement before signing a lease, which is the right order, and then picked a second-generation unit in a Kitchener plaza because it already had a hood, a grease interceptor and a mop sink. On paper it was a bargain. The franchisor’s standard buildout budget assumed a cold shell; this space looked like it would come in well under it.
Most of that assumption held. One part of it did not, and it was the part that could have cost the opening date.
The challenge
The franchise package specified a four-vat fryer battery, a two-burner range and a conveyor toaster. The previous tenant had been a sandwich shop running a single panini press. Nobody had checked what the existing gas service could actually carry.
At demolition we metered the line and pulled the drawings. The building supplied the unit through a 1-inch branch off a shared meter bank, sized for roughly a third of the connected load the new equipment list demanded. Adding the rooftop make-up air unit’s gas-fired heater on top of that put it further out of range. This is not a fix you can drawing-note your way past — TSSA will not sign the appliance connections, and without that sign-off the health unit’s pre-opening inspection does not happen either.
Second problem: the existing Type 1 hood was a 6-foot canopy with 1,400 CFM of exhaust. The franchise fryer line needed 10 feet of coverage and closer to 2,600 CFM, which in turn meant replacing the make-up air unit and re-proving the balance. The roof curb from the old unit was the wrong size and the wrong location relative to the new hood.
Third, the demising wall between the front counter and the washroom left a 780 mm clear door width. Ontario’s barrier-free requirements needed 850 mm clear, so the wall moved, which moved the queue line, which the franchisor’s layout standards had opinions about.
What NHFC did
Discover. The gas issue surfaced in week five, not week fifteen, because we ran a service verification as part of the pre-construction walkthrough rather than trusting the landlord’s base-building sheet. We had the connected load calculation, the existing pipe sizing and the meter capacity on one page inside three days.
Design. We ran two tracks in parallel. Track one: a revised gas riser and meter upgrade submitted to the utility immediately, because the queue is the long pole, not the work. Track two: a mechanical redesign that cut connected load where the menu allowed it — the range dropped from two burners to one after we checked the actual franchise recipe deck — so the upgraded service had headroom instead of sitting at 95 percent.
Revised drawings went to the City of Kitchener as a permit revision rather than a new application, which kept the original review clock. The hood, curb and make-up air changes were bundled into that same revision so there was one review, not three.
Build. Pasha Construction resequenced the site: washroom and demising wall reframing, floor prep and the sloped-to-drain work in the fry area all moved ahead of the mechanical rough-in, so the crew was never waiting on the utility. Shop Flooring’s quarry tile went down in the kitchen zone during that window. The meter upgrade landed eleven days after submission and the gas rough-in started the next morning.
Deliver. Norpex staged the equipment package to arrive after the hood was hung, not before, so nothing sat in crates blocking the trades. TSSA reviewed and approved the appliance connections on the first visit. ESA inspection passed with one minor labelling correction, cleared the same day. Region of Waterloo Public Health approved the plan review at first submission and the pre-opening inspection cleared with no conditions.
The outcome
The store opened on the date in the franchise agreement, nineteen weeks from the first blueprint. The gas problem cost eleven days of utility lead time and roughly $14K in service upgrade work, and it cost zero days on the schedule because it was found early enough to run in parallel with everything else.
Second-generation space is still the right call for a QSR of this size. It just has to be verified rather than assumed.
